Do You Need a Work Permit for Working at an International Conference in Canada?

With the summer season ushering in the return of international events across Canada, many visitors are flocking to the country for conferences and gatherings ranging from technology to agriculture. If you're planning to work at one of these events, it's essential to understand the entry requirements for participating, especially if you’re a foreign service provider.

Understanding Foreign Events in Canada

The Government of Canada defines a "foreign event" as one hosted by an organization based outside of Canada. For instance, the Collision Conference, usually held in Toronto, is organized by Web Summit, a company headquartered in Dublin, Ireland. This event draws thousands of global entrepreneurs, investors, and business leaders to Canada annually. Next year, it will take place in Vancouver from May 27 to 30, 2025, under the new name ‘Web Summit Vancouver.’

Entry Requirements for Attendees

If you're attending a foreign event in Canada as a guest, your entry requirements are straightforward. Essentially, you're considered a tourist. You'll need to meet the general entry requirements for visitors, such as obtaining a visitor visa or, if you're from a visa-exempt country, an electronic travel authorization (eTA).

Entry Requirements for Foreign Service Providers

If you’re a non-Canadian working under contract at a foreign event, the rules are a bit more complex. Depending on the type of work you’re doing, you might need a work permit.

No Work Permit Required:
Certain roles do not require a work permit, including:

  • Event planners
  • Exhibit managers
  • Professional conference organizers
  • Destination marketing company staff
  • Event accommodation consultants

Work Permit Required:
However, if your job involves any of the following, you will need a work permit:

  • Installing or dismantling shows/exhibits
  • Providing audio-visual, staging, or show decorating services
  • Performing lighting, carpentry, carpet laying, or electrical work

What Type of Work Permit Is Needed?

For most foreign service providers, a Labour Market Impact Assessment (LMIA) is not required. Instead, you may qualify for an LMIA-exempt work permit called the significant benefit work permit. To be eligible, you must meet the following conditions:

  1. You are working under contract for a foreign event organizer or exhibitor.
  2. Your services include tasks such as audio-visual work or electrical services.
  3. You will be supervising and directing local workers at the event.

It’s crucial to show that your role is supervisory, meaning you’ll be overseeing local labor rather than doing all the hands-on work yourself. This ensures that Canadian workers are given the opportunity to perform the labor on the convention floor.

Visa Requirements for Service Providers

In addition to the work permit, you’ll need a valid visitor visa or eTA. If you’re from a visa-exempt country, you can apply for your work permit at the Canadian port of entry. However, if you require a visa, you must apply online. Be sure to check processing times to ensure you receive your work permit before the event begins.
