British Columbia Invites Entrepreneurs in New PNP Draw

British Columbia continues to support business immigration in 2025 through its Provincial Nominee Program (BC PNP). In its latest draw held on April 15, 2025, the province invited qualified entrepreneurs to apply for permanent residency under the Entrepreneur Immigration – Base Stream.

  • Number of invitations issued: 5
  • Minimum score required: 115
  • Stream: Entrepreneur Immigration – Base Stream


This is the third Base Stream draw in 2025, specifically targeting experienced entrepreneurs who want to start or buy a business in B.C.

Who Can Apply Under the BC Entrepreneur Base Stream?

To qualify for the Entrepreneur Base Stream, applicants must meet the following minimum requirements:

  • Score at least 115 points in the registration system.
  • Minimum net worth of $600,000.
  • Invest at least $200,000 in a new or existing business in B.C.
  • Own at least 33.3% of the business OR invest $1 million in equity.
  • Have a post-secondary diploma (2 years) OR:
    • 3 years as a business owner-manager,
    • 4 years as a senior manager, OR
    • 1 year as a business owner-manager and 2 years as a senior manager.
  • Language requirement: Minimum CLB 4 in English or French.
  • Create at least one full-time job for a Canadian citizen or permanent resident in B.C.


Regional Entrepreneur Program Option

B.C. also offers a Regional Entrepreneur Program for smaller communities. This stream has a lower net worth requirement and focuses on bringing business talent to rural areas. However, applicants must visit the community and get a letter of support before applying.

BCPNP Changes in 2025

British Columbia has introduced several changes to the PNP this year, including:

  • Closing some PNP streams
  • Pausing certain draws
  • Limiting new applications

The province is now focusing on high-impact entrepreneurs, skilled workers, and especially front-line healthcare professionals to meet its economic and social needs in 2025.
