Newfoundland and Labrador has issued a second round of
invitations through its newly launched Expression of Interest (EOI) system for
immigration candidates.
The province adopted this system on February 19, 2025,
to manage intake for both the Newfoundland and Labrador Provincial Nominee
Program (NLPNP) and the Atlantic Immigration Program (AIP).

In its latest round held on May 8, 2025,
Newfoundland and Labrador issued a total of 328 invitations:

This follows the province’s first draw on April 3, 2025,
where 256 invitations were issued.
Increased Immigration Allocation for 2025
Like several other provinces, Newfoundland and Labrador
faced a reduced number of nomination allocations in 2025. However, it
successfully negotiated with the federal government to secure an additional
1,000 spaces, bringing its total allocation for the year to 2,525.
How the New EOI System Works
The EOI system adds a new step for those looking to
immigrate to Newfoundland and Labrador:
Receiving an ITA does not guarantee permanent residency. Applicants must
meet all program requirements and be admissible to Canada.
Requirements for Foreign Applicants
Candidates living outside Canada who are applying
through either NLPNP or AIP must obtain an invite code from their
potential employer. This code is mandatory for submitting an EOI.
However, NLPNP applicants with valid temporary status in
Canada do not need an employer invite code.
