Manitoba PNP Temporarily Pauses Employer Services Applications Until August 5, 2025

The Manitoba Provincial Nominee Program (MPNP) has temporarily paused the intake of new applications under its Employer Services stream. This pause came into effect on July 4, 2025, and the intake is expected to reopen on August 5, 2025.

Who Is Affected by the Pause?

This temporary pause applies only to new applications. If you are a foreign national whose employer intended to support your nomination between July 4 and August 5, you must wait until August 5 or later to submit your application.

This pause does not affect candidates whose employers already submitted an Employer Services application before July 4.

What Is the Employer Services Stream?

The Employer Services stream is part of the MPNP and is designed to help Manitoba employers attract and retain skilled international workers. It allows employers to support eligible foreign nationals for a provincial nomination, helping them move toward permanent residence in Canada.

The stream is employer-driven and focused on meeting labour market needs in Manitoba.

Eligibility Criteria for Candidates

To be eligible for support through the Employer Services stream, candidates must meet the following criteria:

  • Age: Typically between 21 and 45 years (or as specified by the employer)
  • Work Experience: Minimum of 2 years of relevant experience in the past 5 years
  • Job Offer: Must have a long-term, full-time offer that meets Manitoba’s employment and wage standards
  • Language Proficiency:
    • CLB 5 for jobs in TEER 0, 1, 2, or 3
    • CLB 4 for jobs in TEER 4 or 5
  • Education and Training: Must have completed post-secondary education or training related to the occupation (or as required by the employer)
  • Licensing or Certification: If required by the position, the applicant must obtain licensure or certification from the relevant regulatory authority

Current Focus of the MPNP

During this pause, the MPNP is prioritizing overseas workers who have confirmed job offers from Employer Services-approved Manitoba employers when issuing Invitations to Apply (ITAs).

Employer Eligibility

To participate in this stream, Manitoba employers must also meet certain eligibility requirements defined by the MPNP. These include proving the need for skilled workers, offering compliant employment conditions, and demonstrating capacity to support foreign hires.
