Quebec Invites Skilled Workers in Regulated Professions Under PSTQ

Quebec has issued invitations for permanent selection under its Skilled Worker Selection Program (PSTQ).

This is the first time the province has specifically targeted candidates in regulated professions since the PSTQ started issuing invitations earlier this year.

  • French language skills:
    • Level 7 or higher in speaking and listening
    • Level 5 or higher in reading and writing
  • If accompanied by a spouse, the spouse must have French level 4 or higher in speaking and listening

Understanding the Regulated Professions Stream

This stream is meant for foreign workers whose occupation is included in Quebec’s official list of regulated professions, which require a license to practice.

Here’s how it works:

  • Fully regulated occupations: All jobs within that occupation are regulated (for example, mechanical engineers).
  • Partially regulated occupations: Only some jobs in the occupation are regulated (for example, criminologist roles within the social sciences group). In such cases, candidates may qualify under different sub-streams depending on their specific role.
  • Industry-specific regulation: Certain jobs are regulated only when performed in the construction industry (for example, carpenter).

Required Documents

To be eligible, candidates must hold one of the following documents issued by the professional authority that oversees their occupation in Quebec:

  1. Authorization to practice the profession in Quebec; or
  2. Proof of full or partial recognition of training or diploma equivalence, issued within the last five years.

It is important to note that recognition of equivalence does not allow someone to immediately work in the regulated profession. Instead, it confirms their training or diploma matches Quebec’s standards and serves as a step toward full authorization.
