Manitoba Invites Over 3,000 Candidates to Apply for Provincial Nomination

Manitoba has issued another large round of invitations through the Manitoba Provincial Nominee Program (MPNP), giving thousands of skilled workers and graduates a chance to apply for provincial nomination.

On September 4, 2025, the province held draw #253, inviting 3,347 candidates under different streams, including the International Education Stream, Skilled Worker in Manitoba, and Skilled Worker Overseas pathways.

Of the total invitations, 415 went to candidates with valid Express Entry profiles and job seeker validation codes.

Invitations were issued under both the Skilled Worker in Manitoba and Skilled Worker Overseas categories through Manitoba’s strategic recruitment initiatives, which target specific labour needs.

  • Francophone Community: 7
  • Regional Communities: 3
  • Ethnocultural Communities: 1

Skilled Worker in Manitoba – Ukraine Selection

A separate draw was held for candidates who declared a principal applicant with Ukrainian citizenship.

International Education Stream

Candidates meeting the eligibility requirements of this stream also received invitations.

Why Some Candidates Did Not Receive an Invitation

The MPNP clarified that meeting or exceeding the cut-off score does not always guarantee an invitation. Common reasons include:

  • Providing an expired language test result or failing to include the test number in the Expression of Interest (EOI).
  • Declaring a direct invitation through a recruitment initiative but not entering a valid invitation number in the EOI.

What Are Strategic Recruitment Initiatives?

Strategic recruitment initiatives are employer or community-led efforts that help Manitoba bring in candidates with skills that are in high demand. These initiatives:

  • Support employers in filling persistent labour shortages.
  • Offer international workers a pathway to permanent residency (PR).
  • Require candidates to meet criteria such as language ability, education, work experience, and age.

The MPNP also considers whether a candidate has strong ties to other Canadian provinces. If it appears that the candidate may not stay in Manitoba, the application may be refused. Each case is assessed individually.
