Quebec Issues 231 Invitations in Latest Immigration Draw

On August 28, 2025, Quebec’s Ministry of Immigration, Francization and Integration (MIFI) issued 231 invitations to apply for a Quebec Selection Certificate (CSQ) under the Skilled Worker Selection Program (PSTQ).

The invitations were issued through two different PSTQ streams:

  • Highly qualified and specialized skills stream (Stream 1)
  • Exceptional talent stream (Stream 4)

Breakdown of the August 28 Quebec Draw

Stream 1 – Highly Qualified and Specialized Skills

A total of 227 invitations were issued through this stream. To qualify, candidates needed to:

  • Already be living in Quebec.
  • Hold an eligible Quebec diploma from a university, college, or vocational secondary school.
    • University level: minimum 30 credits.
    • College or vocational diploma: program of at least 900 study hours.
  • Achieve a minimum score of 760 on Quebec’s immigration scoring grid.
  • Meet all other eligibility requirements for Stream 1.

Stream 4 – Exceptional Talent

Four invitations were issued through this stream. Candidates needed to:

  • Hold a PhD.
  • Have at least three years of professional experience in their main occupation within the last five years.
  • Meet the additional eligibility requirements for Stream 4.

Recent Updates in Quebec Immigration Policy

Quebec has been adjusting its immigration policies to better manage temporary and permanent immigration levels. Immigration Minister Jean-François Roberge announced a new framework in June 2025, with measures already in place and more proposals under consideration.

These proposals were open for public consultation until August 15, 2025, with final decisions expected in October 2025 when Quebec publishes its updated immigration levels plan.
