Manitoba has issued invitations to more than 900 skilled worker candidates to apply for permanent residency through the Manitoba Provincial Nominee Program (MPNP).

This latest round of invitations focused on candidates who were part of targeted recruitment initiatives or included under a temporary public policy designed to support Manitoba’s labour market needs.

Manitoba PNP Draw Results – September 18

On September 18, Manitoba conducted a draw and issued a total of 911 Letters of Advice to Apply (LAAs).

Unlike other draws, this round did not specify a minimum cut-off score. Instead, invitations were based on the province’s immediate labour market needs under the following pathways:

  • Skilled Worker in Manitoba
  • Skilled Worker Overseas

Breakdown of Invitations

The province provided a detailed breakdown of invitations by initiative and public policy:

Temporary Public Policy to Facilitate Work Permits

Of the total 911 invitations, 341 were issued to candidates with valid Express Entry profile numbers and job seeker validation codes.

Temporary Public Policy – Facilitated Work Permits

A large portion of the invitations (over 90%) were issued under the temporary public policy that allows eligible individuals to obtain open work permits.

To qualify, candidates needed to:

  • Be living and working in Manitoba
  • Be part of the Expression of Interest (EOI) pool under an MPNP pathway
  • Meet specific conditions set by Immigration, Refugees and Citizenship Canada (IRCC)

This policy helps temporary workers remain employed in Manitoba while continuing their pathway to permanent residency.

Why Some Candidates Did Not Receive an Invitation

The MPNP clarified that only candidates included in a strategic recruitment initiative or the temporary public policy were considered in this draw.

Even if candidates appeared eligible, they may not have received an invitation due to:

  • Declaring a valid language test but not providing the test number in the EOI, or having expired test results
  • Declaring a direct invitation through a recruitment initiative but not providing a valid invitation number

What Are Strategic Recruitment Initiatives?

Strategic recruitment initiatives are employer- or community-driven programs that allow Manitoba to invite foreign nationals with skills in high demand.

Through these initiatives:

  • Employers can address long-standing labour shortages
  • Skilled workers gain a pathway to permanent residency in Manitoba

Candidates are assessed on key factors such as:

  • Relevant work experience
  • Educational background
  • Language ability
  • Settlement potential in the province

Key Takeaway

This latest MPNP draw highlights Manitoba’s strong focus on meeting labour market needs through strategic recruitment and temporary work permit policies. For skilled workers and international candidates, this provides an important pathway to permanent residency in Canada.
