Manitoba Invites Skilled Workers in Canada and Overseas in Latest MPNP Draw

Manitoba has held a new draw under the Manitoba Provincial Nominee Program (MPNP), inviting skilled workers both in Canada and abroad. 

On December 18, 2025, Manitoba issued 63 Letters of Advice to Apply (LAAs) under the Skilled Worker stream. These invitations were sent to candidates in the Skilled Worker in Manitoba and Skilled Worker Overseas pathways who had confirmed that they were directly invited by the province through a strategic recruitment initiative. 

Overview of the December 18, 2025 MPNP Draw 

All 63 invitations in this draw were issued under Manitoba’s strategic recruitment initiatives. The province focused on candidates who are already working in Manitoba, francophone applicants, and those supporting regional labour needs. 

The invitations were distributed as follows: 

  • Employer Services: 10 invitations 

  • Francophone Community: 27 invitations 

  • Regional Communities: 5 invitations 

  • Temporary Public Policy (TPP) for Work Permit Facilitation: 21 invitations 

Out of the 63 invited candidates, eight had a valid Express Entry profile, meaning they may later benefit from faster permanent residence processing. 

Why Some Candidates May Not Have Received an Invitation 

Manitoba clarified that even if a candidate’s Expression of Interest (EOI) met the general criteria, an invitation may not have been issued due to technical or documentation issues. Common reasons include: 

  • Entering an invalid or expired English or French language test number in the EOI 

  • Claiming to have received an invitation under a strategic recruitment initiative but not providing a valid invitation number 

Candidates are advised to carefully review and update their EOI information to avoid such issues. 

What the Selection Categories Mean 

Each category in this draw reflects Manitoba’s targeted immigration priorities: 

Employer Services 
This initiative supports Manitoba employers who want to retain skilled workers. Employers endorsed eligible candidates so they could be nominated through the MPNP. 

Francophone Community 
Francophone candidates are those whose French language ability is equal to or stronger than their English, proven through an approved language test. Manitoba continues to actively support French-speaking immigration. 

Regional Communities 
These invitations aim to meet labour shortages outside Winnipeg. The program works with local employers, municipalities, and settlement agencies to strengthen smaller communities across the province. 

Temporary Public Policy (TPP) 
This category relates to a temporary federal policy that allowed certain prospective provincial nominees to receive work permit support letters. These letters helped candidates stay and work in Canada while awaiting nomination decisions. 

Manitoba has announced that it stopped accepting new work permit support letter submissions after December 16, 2025, at 12:59 a.m. EDT. 

Final Thoughts 

This latest MPNP draw shows Manitoba’s continued focus on targeted recruitment rather than broad invitation rounds. Candidates with employer support, French language ability, regional connections, or work permit eligibility under temporary policies remain well-positioned.
