Canada Fast-Tracks Proof of Citizenship Applications for Students Planning to Study in Canada

Canada is offering faster processing for some proof of Canadian citizenship applications when applicants need their citizenship certificate for education in Canada.

Eligible applicants who are planning to study at a Canadian school, college, or university may request urgent processing of their citizenship certificate application. In some cases, this could help them receive proof of citizenship before their academic program begins.

This can be especially important at a time when regular processing times for proof of Canadian citizenship have increased significantly.

Why Proof of Citizenship Processing Times Have Increased

Demand for Canadian citizenship certificates has grown considerably following changes introduced through Bill C-3.

Bill C-3 removed the first-generation limit on Canadian citizenship by descent on December 15, 2025. This change created a pathway for many people living outside Canada to claim Canadian citizenship through a Canadian parent or grandparent.

As a result, Immigration, Refugees and Citizenship Canada (IRCC) has received a large number of proof of citizenship applications.

By August 2026, the processing time for proof of Canadian citizenship applications had increased to approximately 25 months.

For many applicants, this means waiting more than two years to receive their citizenship certificate.

However, IRCC allows applicants to request urgent processing in certain situations, including when proof of citizenship is required for education in Canada.

Who Can Request Urgent Processing for Education?

Applicants may request urgent processing if they need their citizenship certificate in connection with studying in Canada.

For example, someone who believes they are already a Canadian citizen by descent and has been accepted to a Canadian college or university may be able to request faster processing.

The applicant must clearly demonstrate that urgent processing is necessary because of their education plans.

Documents Required for an Urgent Processing Request

Applicants requesting urgent processing based on education should provide supporting documents with their complete proof of citizenship application.

These may include:

• A cover letter requesting urgent processing and explaining the applicable reason;
• A detailed letter explaining why the citizenship certificate is urgently required for education;
• A letter of acceptance from a Canadian school, college, or university;
• A tuition fee summary or other documents showing the applicant's education plans in Canada; and

IRCC will review the request and decide whether the situation qualifies for urgent processing.

Applicants should remember that requesting urgent processing does not guarantee that IRCC will approve the request or issue the citizenship certificate before the applicant's studies begin.

Canadian Citizenship May Help Reduce Tuition Costs

One major benefit of having Canadian citizenship while studying in Canada is access to domestic tuition rates.

Canadian citizens generally pay domestic tuition fees rather than the significantly higher international student tuition rates charged by many Canadian colleges and universities.

Depending on the institution and program, this difference can result in substantial savings.

However, tuition rules can vary depending on the province and institution.

For example, some provinces may charge different tuition rates for residents and non-residents even if the student is a Canadian citizen or permanent resident.

In Quebec, for instance, a Canadian citizen who is not considered a Quebec resident may pay a higher tuition rate than a Quebec resident, although the amount may still be lower than international tuition.

Students should therefore confirm their tuition classification directly with their educational institution.

Citizenship Status Alone May Not Be Enough for Domestic Tuition

Another important consideration is documentation.

A person may legally be a Canadian citizen, but their university or college may require official proof before changing their tuition classification.

In many cases, the institution will ask for a Canadian citizenship certificate before applying domestic tuition rates.

If the citizenship certificate has not yet been issued, the student may initially be required to pay international tuition.

Once the citizenship certificate is received, the student can contact the institution to determine whether their tuition category can be changed for the current or a future semester.

Other Situations That May Qualify for Urgent Processing

Education is not the only reason IRCC may consider urgent processing of a citizenship certificate application.

Other situations may include:

• Avoiding serious harm or hardship connected to race, religion, nationality, sexual orientation, gender identity, or membership in a particular group;
• Bringing a minor child to Canada with their Canadian parent;
• Resolving a situation involving statelessness;
• Travelling because of a serious illness or death in the family;
• Giving up another country's citizenship before a specific deadline;
• Starting or maintaining employment; or

Every urgent processing request is assessed individually.

Applicants should also ensure that their application is complete because IRCC may not process an incomplete application even when urgent processing has been requested.

Other Benefits of Canadian Citizenship for Students

Lower tuition fees are only one potential benefit of Canadian citizenship.

Canadian citizens studying in Canada are not subject to the same work-hour restrictions that normally apply to international students.

International students who meet the applicable conditions are generally limited in the number of hours they can work off campus during regular academic sessions. Canadian citizens, however, do not require a study permit or work authorization to work in Canada.

Canadian citizenship can also provide greater flexibility for international travel and employment opportunities.

Canada allows dual citizenship, meaning that people who qualify for Canadian citizenship may not necessarily have to give up their existing citizenship, depending on the laws of their other country.

Canadian citizens may also be eligible for opportunities under International Experience Canada agreements with participating countries, subject to the applicable age and program requirements.

How to Apply for Proof of Canadian Citizenship

If you believe you may already be a Canadian citizen through your parent, grandparent, or another qualifying family connection, you may need to apply for a Canadian citizenship certificate.

The application generally involves:

• Establishing your connection to the Canadian parent or ancestor;
• Completing the required citizenship application forms;
• Providing identity documents;
• Providing supporting civil status and family documents;
• Meeting the applicable photo requirements;
• Paying the required government fees; and
• Submitting a complete application to IRCC.
