Are You Eligible for IRCC Settlement Services as a Temporary Resident?
Who are Temporary Residents?
Temporary residents are foreign nationals who are in Canada for a short period,
including those working, visiting, or studying.
What are Settlement Services?
Settlement services are free resources provided to help newcomers adjust to
life in Canada. These services include language training, employment
assistance, community connections, and more.
Eligibility for IRCC’s Settlement Services
General Eligibility Some
temporary residents in Canada are eligible for settlement services funded by
the federal government. However, eligibility criteria vary by service provider,
as each organization sets its own rules and services.
Specific Groups Eligible for Settlement
Services:
- Workers:
- Temporary
foreign workers (TFWs) with a work permit under section 112 of the
Immigration and Refugee Protection Regulations (IRPR).
- TFWs
approved for permanent residence under section 113 of IRPR.
- Temporary
residents selected by eligible employers through IRCC’s Atlantic
Immigration Program (AIP) can access specific services like needs and
assets assessment, referrals, and information/orientation.
- Those
Transitioning to Permanent Residence:
- Temporary
residents who have completed their Application for Permanent Residence
(APR) under the AIP or Rural and Northern Immigration Pilot (RNIP) and
received confirmation from IRCC.
- AIP
and RNIP applicants are eligible for services including needs and assets
assessment, referrals, information, orientation, and community
connections.
- Humanitarian
and Compassionate Grounds:
- Canada-Ukraine
Authorization for Emergency Travel (CUAET):
Ukrainian nationals with a TR visa or permit are eligible for settlement
services until March 31, 2025.
- Gaza
Public Policy: Foreign nationals with a TRV due to the
crisis in Gaza and their eligible family members are eligible for
services until March 31, 2027.
