The Government of Canada has recently announced a
significant change that affects foreign nationals holding International
Experience Canada (IEC) employer-specific work permits. As of December 18,
2024, those whose work permits were issued after this date will no longer
receive additional Comprehensive Ranking System (CRS) points for arranged
employment under Express Entry.
What’s Changing?
Before this announcement, IEC work permit holders in the Young Professionals
category were eligible for 50 or 200 CRS points if they had a valid job offer.
These points often gave candidates a competitive edge in the Express Entry
pool, increasing their chances of receiving an Invitation to Apply (ITA) for
permanent residence.
Now, this eligibility has changed. If your IEC Young
Professionals work permit was issued on or after December 18, 2024, you will no
longer receive those CRS points. However, work permit holders whose permits
were issued before this date will still be eligible for the additional
points—provided they meet all other criteria for having a valid job offer.
Why the Earlier Cut-Off?
The decision to remove these points earlier than the broader CRS changes
planned for spring 2025 comes down to new authority regulations for IEC work
permits. Although the government hasn’t fully explained the timing, this shift
aligns with an ongoing effort to prevent misuse of the Labour Market Impact
Assessment (LMIA) process and enhance the integrity of Canada’s immigration
system.
How Does This Impact You?
Candidates in the Express Entry pool who rely on CRS points for arranged
employment via the Young Professionals category will need to reassess their
immigration strategy. Losing 50 or 200 CRS points can significantly lower a
candidate’s overall score, making it more difficult to receive an ITA.
For those affected, it’s more important than ever to
explore other ways to strengthen your profile. This could mean gaining
additional work experience, improving language test scores, or obtaining
educational credentials that boost your CRS score.
Looking Ahead
While these changes may be frustrating for some IEC work permit holders, they
are part of broader adjustments to the Express Entry system. By spring 2025,
the removal of CRS points for all arranged employment is expected to take
effect, leveling the playing field for all candidates.
