First Designated Employers Announced for Canada’s RCIP and FCIP Immigration Pathways

Canada has taken a major step forward in expanding rural and Francophone immigration opportunities. Timmins, Ontario, has officially announced the first group of designated employers under two new permanent residence programs:

  • The Rural Community Immigration Pilot (RCIP)
  • The Francophone Community Immigration Pilot (FCIP)

These programs are part of Canada's effort to attract skilled workers to smaller communities facing labour shortages.

What Are RCIP and FCIP?

RCIP and FCIP are employer-driven immigration pathways. This means that foreign nationals must receive a valid job offer from a designated employer in order to apply for permanent residency (PR) through these programs.

In Timmins, designated employers are approved by the Timmins Economic Development Corporation—the local authority overseeing community-based immigration efforts.

  • Fermes Sansoucy Ltée

Eligibility Requirements for RCIP and FCIP

To qualify for PR through either of these pilots, foreign workers must meet several criteria:

Job Offer in a Priority Occupation

The job offer must:

  • Come from one of the designated employers listed above
  • Be for a role listed as a priority occupation in Timmins under the RCIP or FCIP

Work Experience

Applicants need:

  • At least 1 year (1,560 hours) of related work experience in the last 3 years
  • OR a completed educational program from an institution in the community (this exempts the work experience requirement)

Work experience must match the NOC TEER level of the job offered and align with the main duties listed in the official NOC description.

Language Requirements

Language test scores must meet the minimum required for the TEER level of the job offer.

Education Requirements

You must have:

  • A Canadian high school diploma or post-secondary credential, OR
  • A foreign equivalent, assessed through an Educational Credential Assessment (ECA)

Settlement Funds

Applicants must show they have enough money to support themselves and their family when settling in Timmins.
The required amount depends on family size.
